Start advertising locally, or go national?

We're creating a business plan for a real product. It is highly expensive to advertise nationally in newspapers or TV. Our only forms of national advertising so far are Google AdWords and an e-newsletter. But other than that, we just plan on putting up flyers locally. Is it wise to focus on marketing a new product locally first then go nationally once you make some money to do that?
